asked the Minister for Foreign Affairs if the Government have requested the USSR to adopt the Berne Copyright Convention and the modifying conventions which succeeded it, in order to enable artists and composers to obtain fees for their artistic works.

The Government have not requested the USSR, or any of the other countries who are not parties to the Berne Copyright Convention of 1886, to adhere to that convention.

I might add that the USSR is a party to the Universal Copyright Convention drawn up in Geneva in 1952 under the auspices of the United Nations Educational, Scientific and Cultural Organisation.
