asked the Minister for Justice if he will introduce a civil legal aid system on the lines of the English system.

As I indicated to the House as recently as 28th February, I am setting up a committee to advise on the question of the introduction of a system of legal aid in civil matters. The committee's membership and terms of reference are almost finalised and I except that it will begin work very shortly. I am sure the committee will lose no time in completing its deliberations and I propose to await its report before taking any decisions in regard to the introduction of a civil legal aid system.

Could the Minister put a time limit as to when the committee, when appointed, will report?

No. It would not be feasible to put a time limit on a committee of this nature. I shall tell the committee that I would like the report as speedily as possible. Those serving on the committee will have a commitment in that regard and I have no doubt that they will bring in their report as soon as possible.
