asked the Minister for Local Government if he will state in respect of each county council the rate adopted in (a) the transitional financial period commencing in April, 1974, and (b) the year 1973-74; and if he will state in respect of those years the rate that would have been in operation had the health charges not been removed.
Written Answers. - County Council Rates.
The actual rates in the £ adopted by county councils in the financial years 1973-74 and April-December, 1974, and the reductions estimated to have resulted from the Government's decision to remove health charges from the rates on a phased basis are set out in the schedule hereunder. In calculating these reductions, it has been assumed that increases in the rates required for health services in these years would have been limited to the increase which obtained in 1972-73, in respect of each full year.
In addition to the rate reductions relating to the health charges, there are reductions arising from the phased transfer from local to central taxation of that part of the cost of local authority housing provided for letting which heretofore fell on the rates. In the 1974 local financial year, the average reduction in county council rates under his head is estimated at 26p in £.
