asked the Minister for Local Government if he will consider introducing regulations whereby applications under the Housing Act, 1969 for the demolition or the change of use of habitable dwellings will be publicised as in the case with planning applications; and if he will arrange for the compilation of a register of such applications which would be available for public inspection.

I am not empowered under the Housing Act, 1969, to make regulations requiring applications for demolition or change of use of habitable dwellings to be publicised or requiring the compilation of a register of such applications. I should point out that the Act does not provide for any right of appeal by third parties and, in the case of a material change of use, the relevant planning application must be publicised and the decision can be appealed under the Local Government (Planning and Development) Act, 1963.

Does the Minister envisage any change in subsequent legislation on housing? Would he avail of the opportunity then?

If Deputy Moore means a new Housing Bill, no, not at present. There will be certain aspects of it dealt with under the Planning Bill which is before the House. However, this is a particularly sticky question which will require a lot of consideration before the matter is dealt with.
