Ceisteanna—Questions. Oral Answers. - Sanctions Against Rhodesia.

asked the Minister for Foreign Affairs the steps that have been taken to implement the decisions of the Security Council of the United Nations in order to further the State's objectives towards sanctions against Southern Rhodesia under the decisions of the Security Council in 1965 and subsequent years; and if there are any proposals for legislation in this matter.

The Government have taken a number of steps since 1966 to implement the successive decisions of the Security Council of the United Nations imposing sanctions on Southern Rhodesia.

In regard to trade, a number of orders have been made by the Ministers for Industry and Commerce and Agriculture and Fisheries which provide for the prohibition of exports to and imports from Southern Rhodesia except under licence. Amendments to the exchange control regulations have subjected to control all financial transfers to Southern Rhodesia.

The Alien's Amendment Order (1966) placed controls on the entry into Ireland of persons bearing passports issued by the illegal regime and certain other persons.

In addition, administrative action has been taken to implement sanctions, particularly in regard to transport.

As no major problems have been encountered in implementing to the full the Security Council decisions in this matter, the Government do not consider that specific legislation is required.

In view of the fact that there are no exports except under licence, will the Parliamentary Secretary state if there have been many such exports and their value?

I cannot give the Deputy information in regard to their value but I am told that all imports to and exports from Rhodesia are prohibited. However, there are exceptions for the export of medical and educational supplies, and foodstuffs in special humanitarian circumstances. I cannot tell the Deputy to what extent these exceptions have been availed of.

asked the Minister for Foreign Affairs the extent to which action has been taken by the Government to prevent the aiding, abetting, encouraging and the provision of facilities for emigration to Southern Rhodesia and, in particular, the publication of newspaper advertisements soliciting emigrants to Southern Rhodesia.

The Security Council of the United Nations, in operative paragraph 8 of Resolution 253 (1968) called upon all states members of the United Nations or of the specialised agencies to take all possible measures to prevent activities by their nationals and persons in their territories promoting, assisting or encouraging emigration to Southern Rhodesia, with a view to stopping such emigration.

Following the adoption of this resolution the Government at that time, through the Government Information Bureau, drew the attention of the daily and Dublin evening newspapers and Radio Telefís Éireann to the above clause, and expressed the earnest hope that all publicity media would refuse to give advertising space to persons engaged in these activities. By and large, this appeal has been heeded and advertisements soliciting emigrants, which previously constituted the major encouragement of emigration to Rhodesia have, with few exceptions, ceased to appear. I would hope that all our news media will continue to conform to the call issued by the Security Council.

In addition to the foregoing, applications for passports from Irish citizens who express an intention to emigrate to Rhodesia are generally refused.
