asked the Minister for Local Government if he proposes to recommend to local authorities that provision be made for incineration plants for the disposal of inflammable refuse.

The answer is "no". It is for each local authority to decide on their waste disposal arrangements. At present incineration is a very expensive way to deal with waste, as compared with traditional methods. Apart from the high cost, especially of capital equipment, it requires a high input of energy and may well involve considerable amenity problems. In present circumstances, I do not propose to make any general recommendation to local authorities in favour of incineration.
