asked the Minister for Agriculture and Fisheries the action he proposes to take to remove the penalty at present applied to imports of cattle breeding stock from member countries of the EEC under the MCA scheme.

I am not aware that this trade is being penalised under the MCA system. So far as this country is concerned MCAs are a subsidy on imports of all cattle other than pure bred breeding stock. The latter are not subject to the MCA system.
