asked the Minister for Finance the number of statutory instruments published in each year from 1970 to 1974; the number which came under the Statutory Instruments Acts, 1947 and 1955; and the number which were exempted from coming under the Acts by the Attorney General, distinguishing between (i) the number exempted which were printed and received numbers and (ii) the number exempted which were not printed and did not receive numbers.

Notes:
(a) All instruments to which the Statutory Instruments Acts, 1947 and 1955, primarily apply are included in the numbered S.I. series published by the Stationery Office (column 1). A small number of the instruments, however, published in this series, are instruments to which the Acts do not primarily apply, i.e. they are required by other statutes to be published in full in Iris Oifigiúil or they have been exempted by the Attorney General from the publication provisions of the Acts.
(b) The Civil Service Commission and the Local Appointments Commission make statutory instruments to which the 1947 and 1955 Acts do not primarily apply. These instruments, which are not included in the above table, number about 500 a year. They relate to regulations governing competitions and orders declaring certain positions to be excluded. The making of all such instruments receives wide publicity and copies of the instruments are readily available on application to the commissioners.
(c) Orders made by county managers under sections 19 and 21 of the County Management Act, 1940, have been exempted by the Attorney General from the publication and numbering provisions of the Statutory Instruments Acts, 1947 and 1955. These are very numerous and are not included here since no central record is available of them. A register of such orders must be kept by each county manager.
