asked the Minister for Justice why the terms of reference of the consultants he has appointed with regard to the Garda Síochána have been so restricted in their scope.

I do not agree that the terms of reference are restricted. In fact they are quite comprehensive, as the Deputy will see if he refers to the reply I gave on 18th June, 1975, to earlier questions on the subject where I gave the text of the terms of reference.

Did the Garda Review magazine not complain about restrictions?

The Garda Review had an editorial on the question of the management survey. At that time they were not aware of the terms of reference. It is common consent that the terms of reference are very wide indeed. If the Deputy would read them, he would see that.

I will make more inquiries.
