asked the Minister for Health if he will consider introducing a democratic system of elections for Comhairle na nOspidéal.

Article 4 (3) of the Health (Hospital Bodies) Regulations, 1972, provides that during the period ending on 31st December, 1975, all persons appointed to Comhairle na nOspidéal shall be selected for appointment by the Minister for Health. When consulting the various bodies regarding the making of appointments to the comhairle for a three-year period commencing on 1st January, 1976, I stated that I considered this method of appointment was the best way of ensuring a balanced representation of the various interests which need to be reflected in the membership of the body. None of the 78 bodies consulted raised any objection to this arrangement.

An amendment of the existing regulations will be necessary to allow for the making of appointments after 31st December, 1978. Many considerations, including the effectiveness and acceptability of the present method and the suggestion implied in the Deputy's question, will be taken into account when the amended regulations are being formulated.

The Minister is aware that there has been some discontent— indeed I can go as far as to say suspicion—regarding the system of appointment. Perhaps the Minister could devise ways to overcome any distrust that may exist?

I am aware there is dissatisfaction within the Opposition, and I suppose this is in the Government benches as well.
