asked the Minister for Agriculture and Fisheries if he will advise applicants who wish to take part in schemes that have a final date for application to procure a certificate of posting to cover the documents sent to his Department.

In the case of schemes operated by my Department where closing dates are stipulated, the necessity for strict observance is fully stressed in the documentation issuing to applicants. I would agree that when applications are posted close to the final acceptance date the procurement of a certificate of posting would seem to be a wise precaution.

Does the Minister not think there should be a certain amount of flexibility and discretion in that case? It was the first year for the scheme and the Minister is aware that people in backward areas are sometimes slow to study dates and find them out. Would he not agree that he should be flexibile and not rule out people because they were not on the dot?

When the Deputy was otherwise engaged yesterday we had some discussion on this and I explained that we allowed flexibility unofficially in this case.

Could the Minister say to what extent television and radio was used in giving details of these schemes?

It was used in giving information about these schemes and in inviting applications.

To what extent was it used?

I think it was used once only.

Could the Minister not improve on that?

Yes, if one had enough money for this sort of thing.
