asked the Minister for Finance the estimated loss to the Exchequer in 1975 of the issue to all tourists travelling to Ireland with their cars of, for example, a £25 duty-free petrol voucher.

It is estimated that the loss to the Exchequer from the introduction of a concession enabling all tourists travelling to this country with their cars from places other than Northern Ireland to purchase petrol of a value of £25 based on a price free of duty at the present level would be of the order of £3 million. If this concession were extended to Northern Ireland tourists this figure could probably be doubled. The foregoing estimates are based on the assumption that abuse of a duty-free scheme could be contained: such schemes, however, lend themselves to large scale abuse and the ultimate loss in revenue could be very substantial.
