asked the Minister for Transport and Power the present position in relation to the request by his Department for a scientific examination of Rosslare Harbour by a specialist research laboratory with a view to the early construction of a second stern-loading facility; if he is aware that there is considerable concern at the delay in getting this project underway; and if he will make a statement on the matter.

As I indicated in reply to a question on 5th February, 1976, the scientific model investigation is necessary to establish how the proposed development would affect existing sea and swell conditions at Rosslare Harbour. The hydraulic research station at Wallingford had originally told CIE that they could not undertake the model investigation before September, 1976. However, CIE have since prevailed on the research station to give them priority in regard to the study and I am glad to say that a contract for the model investigation has been placed with the station.

When does the Minister hope that the results of this model investigation will be completed?

In about six months. It generally takes about that time and then the results will have to be assessed.

Assuming the feasibility of the project as presently put up, is the Minister aware that a stern-loading jetty can be implemented at a fraction of the present estimated cost if a shorter jetty with floating ramp and dolphins were constructed, and that finance could be obtained for that purpose? In that way, it would not be a load on the Exchequer.

I am not so aware, and if the Deputy has information I would be very glad to get it. Everything depends on the survey being conducted by the Wallingford Hydraulics Research Station but in the first case it will depend on the feasibility of any extra arm at Rosslare Harbour. If the Deputy has information of the nature indicated to the House I would be glad if he would let me have it.

Have either the Department or CIE made any arrangements for the dredging of Rosslare Harbour? I understand that this work must be done between April and October and in view of the projected line by Brittany Ferries for next year it would seem necessary to have this work commenced now.

One of the purposes of the model investigation would be to ascertain what effects dredging operations would have, dredging of the nature that would be necessary to build an extra arm but I expect that the normal dredging would continue on the present basis.

I understand that in the event of a second line using the harbour, there would be the possibility of other lines becoming interested so we must not miss out by not doing the necessary work now. An extra line would mean a doubling of the taxes and revenues which are sizeable at present. Will the Minister have another look at the activities of Rosslare Harbour?

Can the Deputy not see the Minister at a party meeting in this regard rather than continue to hold up the House? What about New Ross?
