asked the Minister for Education if his Department have made any up-to-date assessment of the possibility of establishing a university of the air by RTE.

The concept of the open university has been considered by my Department from time to time. There is no possibility, however, in present circumstances of devoting financial resources from the educational estimates to such a project.

I put the first two questions down. The bells were only ringing for a matter of seconds when I left my room to attend. I would like to ask a question in relation to the Parliamentary Secretary's reply to the first two questions?

The bells were ringing for a time before I left my room.

The Deputy is asking for something which is unprecedented. We must proceed with the questions at the appropriate time.

Despite what the Parliamentary Secretary says I want to say quite seriously that as far as notification to Members is concerned the bells were only ringing for a matter of seconds in my room. I left immediately and I found when I came into the House that two questions had been dealt with.

In any event, Members will be aware that questions start at 2.30.
