asked the Minister for Education the functions the primary school managerial boards have in relation to (a) the appointment of principal teachers and (b) the appointment of assistant teachers.

The boards of management assume and exercise all the functions of the school manager as set out in the rules for national schools under the Department of Education. The procedures to be followed in relation to (a) the appointment of principal teachers and (b) the appointment of assistant teachers are set out in official circular No. 16/76 which was issued to management authorities in national schools in April, 1976, and which I am arranging to place in the Oireachtas Library.

Would the Minister say whether there has been agreement and full acceptance of these functions, which he says are outlined in a circular, by all parties concerned?

I know that some interests have preserved their position on some of those items.

Would the Minister tell the House whether the functions regarding (a) have been accepted by all parties concerned——

Yes. I understand that that is so.

——and whether with regard to (b) agreement has been reached?

It is common knowledge that some members of the INTO are unhappy with this arrangement but the decision has been taken in regard to it.

Did I understand the Minister to say members of the INTO or does he mean the INTO as a union?

The Deputy can take her own interpretation from my statement.
