asked the Minister for Local Government the reason for the delay in implementing proposed new traffic bye-laws at Oughterard, County Galway.

No traffic bye-laws for Oughterard have been submitted for my consent.

May I ask the Parliamentary Secretary if proposals regarding such traffic bye-laws were forwarded to his Department either by Galway County Council or the Garda authorities and, if so, would he let me have the date of the receipt of such proposals?

It is understood that the Commissioner has received a number of requests for parking restrictions in certain villages and towns, including Oughterard. The problem of making bye-lays for small villages such as Oughterard is under consideration by the Garda and the Department at the moment.

Am I to take it from the Parliamentary Secretary's reply that the delay in this matter is caused by the Garda authorities and not by the Department? My information is that it is the Department who are holding up decisions by the Garda.

The position at the moment is that no traffic bye-laws for Oughterard have been submitted for my consent.
