I have received messages from the President stating that he had referred the Emergency Powers Bill, 1976 to the Supreme Court pursuant to Article 26 of the Constitution for a decision as to whether the Bill was repugnant to the Constitution or to any provision thereof; that the court had decided that the Bill was not repugnant to the Constitution or to any provision thereof and that he had signed the Bill on Saturday, 16th October, 1976.
