asked the Minister for Transport and Power, whether in view of traffic surveys revealing the large proportion of city motor cars which carry but one passenger, he will, in the interest of energy conservation, seek to encourage the use of mopeds and light motor cycles by reducing or waiving duties payable thereon and/or investigate the feasibility of their subsidisation.

The question of duties payable on mopeds and motor cycles is a matter mainly for the Minister for Finance. The Deputy may, however, be interested to know that the protective duty on the importation of mopeds and motor cycles from other EEC member states will be fully eliminated on 1st July, 1977.

I am not satisfied that the reduction of duties on mopeds and motor cycles would have any significant effect in reducing overall energy consumption. The general question of energy conservation in the transport sector is however being examined by the Advisory Committee on Energy Conservation.
