asked the Minister for Posts and Telegraphs if he will state why, in the light of his Department's advertisement of 28th February, 1977, seeking trainee installers which indicated the existence of vacancies in Carlow, Portlaoise etc., his Department did not fulfil its promises in letters to Deputy Lalor on 23rd December, 1975, 2nd April, 1976 and 6th October, 1976, to call a person in County Laois (name supplied) from the employment exchange in the event of vacancies in Carlow; and if he will now arrange in view of this person's experience to have him interviewed.

No such promise was made as is suggested by the Deputy. In the letter of 23rd December, 1975, it was stated that when temporary labourers were next required in the Carlow area the local employment exchange would be asked to nominate men for consideration and that if the person referred to were nominated he would be considered, with any other nominees, for employment. The letter of 2nd April, 1976, stated that temporary labourers had not been recruited in the Carlow area since the previous reply had been given, and repeated the information regarding the procedure which would be followed when temporary labourers were next required in the Carlow area. The letter of 6th October, 1976, stated that there had been no recruitment of temporary labourers at Carlow since the previous reply.

As regards the advertisement for trainee installers, the position is that trainee installers are recruited by way of open competitions advertised in the press and the age limits are 16 to 25 years. The person referred to in the question was stated to be 43 years of age in 1975.
