asked the Minister for the Environment if, in view of the necessity to ensure a high standard of construction and insulation in this country's housing stock, he will ban the use of the 9" hollow concrete block wall in the construction of habitable dwellings.

The draft building regulations, published by my Department in November 1976, set out standards of performance rather than specifying materials which would be acceptable. I feel this is the best procedure for ensuring a high standard of construction and insulation while at the same time allowing designers and builders the freedom to use whatever materials they choose, providing that the building when completed meets the requirements of the regulations. The draft regulations have been widely circulated for consideration and comments. Observations submitted to my Department, not later than 31st December, 1977, by interested parties will be welcomed and given full consideration. The Deputy might consider raising the question of hollow blocks in this way.
