The generation of additional employment and the reduction of unemployment, towards which so much of the Government's overall strategy is directed, has of course to be seen in social and human terms rather than simply in abstract economic terms. While pursuing this priority objective, the Government are determined at the same time to maintain and improve the social services generally as far as possible.
