Third party insurance in respect of pillion passengers on motor cycles is not compulsory under the Road Traffic Acts. Consequently, the agreement with the Motor Insurers' Bureau does not relate to this category of persons. I have no proposal at present to make insurance cover for pillion passengers compulsory.
