(Cavan-Monaghan) asked the Minister for the Environment the total number of certificates of reasonable value approved by his Department during the following quarters: January, February, March 1977; April, May, June 1977; July, August, September 1977; October, November, December 1977; and January, February, March 1978.

(Cavan-Monaghan) asked the Minister for the Environment the capital value which his Department places on ground rent of £25 for the purpose of a certificate of reasonable value; and the amount in pounds and pence by which the certificate would be increased if the ground rent of £25 were omitted.

The capital value is determined in accordance with section 18 (1) (b) (iii) of the Landlord and Tenant (Ground Rents) Act, 1967, and at present is £175 in respect of a ground rent of £25 a year.

A certificate of reasonable value is issued on the basis of the total consideration proposed to be charged, namely, price plus capital value of ground rent. Where the ground rent is omitted, the total consideration would be unchanged if the price were increased by the capital value of the ground rent.
