asked the Minister for Social Welfare why an old age non-contributory pension book has not been issued to a person (details supplied) in County Offaly.

An old age (non-contributory) pension book has not been issued to the person concerned because the weekly rate of £32.30 old age (contributory) pension being paid to her husband includes an increase of £12.10 in respect of her.

A non-contributory pension and an increase in a contributory pension in respect of the same person are not payable simultaneously. The law provides that whichever is the greater is payable in cases of this kind. In the present instance the rate of non-contributory old age pension which would be payable to the person concerned would be less than the increase in respect of her which is included in her husband's old age (contributory) pension.
