andMr. Bruton asked the Minister for Health if discussions have taken place between his Department and the National League of the Blind regarding the many cases in which the blind welfare allowance paid to blind people by the health boards has not been increased since 1972; if agreement was reached with the league on a formula which would lead to a more acceptable level of allowance; and if action is being taken by him as a result of the discussions with the league.

: A number of discussions have taken place with representatives of the league about the problem referred to by the Deputies and other related aspects of the blind welfare allowances scheme.

A possible basis for agreement has now emerged. A decision on the new guidelines to be issued to health boards will be made as soon as the financial implications can be assessed.
