(Cavan-Monaghan): I sought to raise today by way of a Private Notice Question, the go-slow or work to rule by the local authority engineers, and the Chair ruled the question out of order or disallowed it because it was not urgent. I fully appreciate that I cannot question the Chair's ruling or debate it here, and I do not propose to do so, but is it appreciated that this go-slow or work to rule has brought to an end schemes like the local improvement scheme and the environmental scheme—

The Deputy cannot raise the matter.

(Cavan-Monaghan): I am only asking whether you understand that the strike or the go slow or work to rule as the case may be, is bringing these schemes to an end. These are schemes that are providing employment but now there will be much more unemployment unless the dispute is settled immediately.

We may not, under any circumstances, permit a situation to develop whereby questions are asked even when they have been ruled out of order.

(Cavan-Monaghan): In the ordinary way the question would not be reached for weeks. The unemployment will continue, sewers will continue to be blocked and garbage will not be collected if this dispute continues.

We must move on to the next business.
