The report referred to is the work of a team of consultants and is one of a series of reports published recently by the National Economic and Social Council. These reports, including the council's own report and recommenda-tions on policies for agricultural and rural development (No. 42), are being considered in the context of preparing the forthcoming White Paper on the Government's programme for national development.
