: While the normal procedure in the case of placement officers in the National Manpower Service is for the Civil Service Commission to recruit them by way of open competition, the commission are at present holding a special competition to recruit a number of placement officers on an acting basis.
This competition is confined to serving civil servants and is being held as a special measure to recruit a sufficient number of placement officers quickly to deal with new job-creation programmes which the National Manpower Service have to implement.
