asked the Minister for the Environment if he will make arrangements with all motor taxation offices and local authorities throughout the country that a register or index of the motor insurance cover for each registered vehicle with the specific motor taxation office, will be made available for public inspection, in order that persons who wish to find out if a particular motor vehicle has current insurance cover would be able to do so.

I have no proposals to amend the procedures set out in section 106 of the Road Traffic Act, 1961.

asked the Minister for the Environment the proposals, if any, involving the renegotiation of the present agreement dated 30 December 1964, between his Department and the Motor Insurance Bureau regarding the cover of injured victims from uninsured vehicles; specifically, if he will revise the scheme, in consultation with the Motor Insurance Bureau, in order that the victims of hit and run accidents can be fully compensated within the terms of the bureau, even though the culprit, by definition, may not be apprehended and charged.

I have no proposals for the renegotiation of the present agreement. The bureau does give sympathetic consideration to ex gratia payments in a case where the victim has suffered death or serious and permanent disablement and it is reasonably certain that the accident was caused by an untraced person.
