asked the Minister for Health if the blind welfare allowance will now be automatically paid to recipients of the full blind pension.

The blind welfare allowance scheme cannot provide for automatic payment of the allowance to recipients of the blind pension. However, I am glad to say that I will shortly be issuing guidelines to health boards for improvements in the scheme along the lines agreed in discussions with representatives of the National League of the Blind.

Can the Minister give us any indication as to when these guidelines might be issued in view of the fact that it is almost a year since they were agreed with the Department?
