Under section 65 of the Health Act, 1953, a health board may, with the approval of the Minister, give assistance in any one or more of the following ways to any body which provide or propose to provide a service similar and ancillary to a service which the health board may provide: (a) by contributing to the expenses incurred by the body; (b) by supplying to the body fuel, light, food, water or other commodity; (c) by permitting the use by the body of premises maintained by the health board and, where requisite, executing alterations and repairs to and supplying furniture and fittings, for such premises; (d) by providing premises (with all requisite furniture and fittings) for use by the body.

The Eastern Health Board support a wide variety of community based groups in Dublin city, in particular those providing local social services such as meals-on-wheels, home help, day care and playgroup facilities.

Arising from the interim recommendations of the Task Force on Child Care Services, the Eastern Health Board support a Neighborhood Youth Project in Dublin and a community-based body providing residential care for deprived children in the inner city area.

A grant of up to £30,000 is being paid this year on a contract basis by the National Committee on Pilot Schemes to Combat Poverty to the North Centre City Community Action Project. This grant is being paid on a fifty-fifty basis by my Department and by the EEC.

The total amount of the grants paid to these groups in 1978 was £91,943.46.

Assistance to community and recreational groups may be provided under the AnCO Community Youth Training Programme.

The programme is designed to give basic training, coupled with work experience, to young people—under 25—who are unemployed and are registered with the National Manpower Service.

The projects on which the young people are trained are designed to improve local amenities. Local authorities, voluntary groups and so on can put forward projects for consideration. The promoters are expected to provide the necessary raw materials.

AnCO provide training instructors and pay a training allowance to each trainee.

Sponsors of projects must satisfy an AnCO/ICTU working party that the work in question could or would not be undertaken except under the programme.

Nine projects were completed under CYTP in the Dublin area in 1978. At present there are six projects in progress in Dublin, engaging a total of 59 trainees.

The employment incentive scheme applies to the services sector generally as well as to manufacturing, construction and agriculture. Under this scheme premiums of £20 and £14 per week are payable for 24 weeks to eligible employers in respect of additional employee recruitment who fulfil certain conditions. It is possible that community or recreational groups would qualify for EIS premiums in respect of the recruitment of eligible extra employees. The scheme is designed to encourage the creation of more permanent employment.

asked the Minister for Education the grants available from his Department to community and recreational groups in Dublin city.

Details of my Department's temporary grant scheme for youth employment are attached. This scheme is open to youth-sport and community associations throughout the country including Dublin city. The amount available under the scheme in 1979 is £1.1 million. A list of the projects aided in Dublin city in 1978 is attached.

My Department also provide money, through Dublin VEC, for the operation of Comhairle le Leas Oige. This body assists youth clubs in the Dublin area by means of grants and subsidies. The allocation to An Chomhairle for 1979 is £250,000. In addition youth clubs and sports clubs in Dublin city benefit from the scheme of grant aid operated each year through the national governing bodies of youth and sports organisations.

Department of Education Extension of Temporary Grant Scheme for Youth Employment

Scheme announced by the Minister of State at the Department of Education, for the relief of unemployment among youth

1. Grants will be made mainly, though not solely, through the national governing bodies of youth and sport organisations for the employment of youth on desirable community works.

2. Eligibility of Projects.

To qualify for a grant projects must have a high labour content which will result immediately in the direct employment of youth. Selection of projects will be on the basis of probable completion within a reasonable period of time or in the case of projects of a productive nature, the possibility of their becoming self-perpetuating.

3. Eligibility of Young Persons to qualify for a grant.

To qualify for a grant employees should (a) as a rule, be not more than 23 years of age, (b) be unemployed for at least four weeks prior to employment on the project and (c) register with the National Manpower Service.

4. Employment of girls.

Special consideration will be given to projects which would be suitable for the employment of girls.

5. Rate of Grant

Grants to be paid to the organisation concerned will be determined mainly in relation to the number of eligible young persons employed on the approved project and to the wages appropriate to the employment, subject to a maximum grant of £50 per week in respect of each eligible person.

6. Costs

Where a project is to cost more than the maximum grant available, it will be necessary for the applicant body to indicate how the balance of the cost will be met. A grant will not be approved in any case where such additional funds are not available.

7. Commencement Date

In the event of a grant being sanctioned it is important that the Scheme be commenced at the earliest possible date. Priority will be given to projects which can begin without delay.

8. Supervision

Projects will not be considered for grant aid unless the Department is satisfied with arrangements made by the applicant organisation for supervision. Normally supervision on a full time basis by a mature and preferably skilled person will be required.

9. Application Forms

Application forms for completion by eligible organisations are available from the Department of Education, Youth and Sport Section, Hawkins House, Dublin 2.

10. Payment of Grant

An initial instalment of the grant will issue as soon as possible after the approval of the project and further instalments will be paid as deemed appropriate in the light of evidence as to the progress of the work.

11. Inspection of projects and Accountability for grant

The projects and accounting procedures will be open to inspection by officers of the Department of Education. Grants paid by the Department under the Scheme should be lodged by the Grantee to a separate bank account and the Grantee should submit certified audited returns of the expenditure of the grant sanctioned for the project not later than two months after the termination of the project.
