(b) County Borough, Borough and Urban Councils The grant supplements the provision made from the authority's own resources towards its work programme for the improvement, maintenance and management of trunk and link roads, county borough roads and urban roads.
2. Special Grants
These are grants allocated for specific schemes on roads other than national roads.
