Written Answers. - Bord na Móna Superannuation Scheme.

asked the Minister for Industry, Commerce and Energy if he is aware that copies of the approved Bord na Móna Superannuation Scheme laid before the Oireachtas in January 1979 are not available in Statutory Instrument form, if he will state the provisions of this scheme, as approved, and the likely date on which the Statutory Instrument will be published.

I am aware that the Turf Development Act, 1953 (Regular Works Employees) Superannuation (Amendment) Scheme, 1978, is not available in Statutory Instrument form. Because of its limited application the scheme was exempted by the Attorney General from the provisions of section 3 (1) of the Statutory Instruments Act, 1947. As to the provisions of this scheme, the Deputy is aware that the scheme was laid before the Houses of the Oireachtas and is available for inspection. I would also refer the Deputy to my reply on the 15 February 1979 to a Dáil question on this matter by Deputy Tully in which I outlined the general terms of the scheme.

asked the Minister for Industry, Commerce and Energy if he is aware that in relation to the Bord na Móna Superannuation Scheme, 1963, for manual workers, only one amending scheme has been published in Statutory Instrument form, that copies of several amending schemes are not available, that thousands of Bord na Móna workers are unable to obtain a copy of the superannuation scheme as approved and if he will arrange to furnish a full copy of the amended scheme, as approved.

While the terms of several schemes amending the Turf Development Act, 1953, (Regular Works Employees) Superannuation Scheme, 1963, have been approved and implemented, they have not all yet been put in a final form for presentation to the Houses of the Oireachtas. The schemes in final form will be presented to the Oireachtas as soon as they have been completed.

I have been informed by Bord na Móna that their practice is to circulate all proposed amendments to the members of the superannuation scheme prior to their being submitted to me and to the Minister for the Public Service for approval. I have ascertained that copies of those schemes which have been formally approved and laid before the Houses of the Oireachtas are available to Members, on request, from Bord na Móna.
