asked the Minister for the Environment if he will make regulations designating parts of the Cork city centre as unrestricted parking areas for people living in these areas.

As the Deputy is aware, responsibility for the control of parking of vehicles in any area rests with the Commissioner of the Garda Síochána. This control is exercised by means of bye-laws made by the Commissioner after consultation with the local authority concerned.

I understand that certain sections of the Cork Traffic and Parking Bye-laws relating to disc parking are at present the subject of court proceedings and in the circumstances, it would be inappropriate for me to comment on the possibility of the amendment of these bye-laws.
