asked the Minister for the Environment the meaning of the following regulation relating to low rise mortgage loans "The applicant plus two others"; can this be interpreted as a husband and wife or must it involve a third party?

In order to qualify for a loan under the low rise mortgage scheme a family consisting of at least three persons or a two-person family where one is a child, must have been accepted for rehousing by a local authority on specified grounds at least one year prior to seeking the loan.

A husband and wife would, therefore, not qualify for such a loan.
