The employee in question applied in December 1975 to be reverted to his previous grade of messenger. His application was accepted. He voluntarily retired on grounds of ill-health in March 1978. As both his application for regarding and his subsequent retirement on pension were at the employee's own request, the furnishing of an explanation does not arise.
