Written Answers. - State Employees' Pay.

asked the Minister for the Public Service the categories of unestablished employees of the State in respect of which supplementary pay increases were paid in addition to the national agreements 1978 and 1979; the amount of increase and the operative date, and the categories in respect of which no such supplementary increase was granted.

Following is the information requested:

Craftsmen

Shortened incremental scale. Increase of £7.97 per week at minimum of scale; £11.72 per week at maximum. Revised scale subject to a reduction to take account of pension contributions in agreed analogous employments.

1 April 1979.

Craftsmen (Drainage schemes)

£9.24 per week at maximum.

15 November 1978.

General Operatives (employed outside Dublin).

Varying amounts, depending on location. up to £1 per week approx.

2 phases 1 July 1978. 1 January 1979.

General Operatives

£4.33 for general operatives with less than 6 months' service, £3.72 for general operatives with 6 months' service or over. Service pay (max. £1 per week) abolished.

2 phases 1 November 1978, 31 March 1979.

Grades in receipt of service pay excluding General Operatives.

Increase in service pay of £1 per week maximum.

1 January 1979.

Drainage workers. Office of Public Works; Forest Workers; Land Commission Workers.

£3.50 per week.

1 March 1978.

Works Clerks, Office of Public Works.

£11 per week at max. of scale.

1 March 1978.

Subordinate general service grades e.g. Messengers, Cleaners etc.:

2.36% on all points of scale from 1 January 1978. £8.75 per week at maximum with equivalent percentage increases downscale, one half of increase from 1 July 1978 and one half from 1 January 1979.

Certain grades in the Department of Posts and Telegraphs (excluding Engineering Branch):

2.36% on all points of scale from 1 October 1977. £8.75 or £9.40 per week at maximum with equivalent percentage increases downscale, one half of increase from 1 July 1978 and one half from 1 January 1979.

Certain grades in the Engineering Branch of the Department of Posts and Telegraphs (Installers and Labourers):

These grades received increases from 1 February 1979 under a productivity agreement for Engineering Branch grades. The increases varied throughout the scales of the grades. At maximum the increases were Installers 14.5% and Labourers 7.5%.

Categories in respect of which no supplementary increases were paid:

Barrack Foremen, Department of Defence; Trades Foremen, Department of Defence; Clerk Typists, Department of Defence; Telephone Operators (outside Dublin), Department of Defence; Telecommunications Technicians, Department of Defence; Inspectors and Foremen, Office of Public Works (Central Engineering Workshops); Overseers, Office of Public Works.

asked the Minister for the Public Service the pay increases, in addition to the national agreements 1978 and 1979, paid to established civil service clerical officers, and the operative date.

In the period referred to the grade of clerical officer received a pay increase payable in two phases details of which are as follows:

Scale at 1 March 1978 including the first phase of the 1978 National Agreement
