asked the Minister for the Environment if he is aware that Ireland has proportionately more road deaths than any other country in the European Community and in this context the reasons for his recent decision to grant full driving licences to the holders of certain provisional licences in the Republic.

The national basis for such a comparison is the number of deaths in relation to vehicle kilometres, and on that basis the Deputy's statement is not true. Neither is it in respect of the number of deaths in relation to population.

The reasons for my recent decision to which he refers were set out fully in the public announcement I issued on the 11 October 1979.
