asked the Minister for Finance the percentage by which the expenditure of each Vote has increased since July 1977, if the expenditure on any Vote has increased by more than the gross national product since that date and if so, the Departments involved, and the amount in each case by which the increase exceeded the GNP.

Government expenditure is accounted for on a calendar year basis and it is not possible to compare expenditure at any given interim dates. Likewise, changes in GNP can be compared only on a full calendar year basis. The table below gives the information requested by the Deputy on the basis of actual expenditure for the year 1977 compared with the total original and Supplementary Estimates passed by Dáil Éireann in 1979 to date. It is estimated provisionally that the increase in GNP in current value terms between 1977 and 1979 is about 36 per cent.

The figures in the table take account of the estimated cost of services transferred between Votes in the period.
