I gave notice of my intention to publish a discussion paper on worker participation some months ago. I am pleased that the importance of greater involvement of workers at all levels of decision-making in the enterprise was acknowledged in the National Understanding for Economic and Social Development which was agreed in July of this year.
The paper will provide a comprehensive study of a range of alternative approaches and possible options for participation and should further discussion and encourage initiatives on the part of both sides of industry.
Preparation of the document is well advanced and I plan to have it published immediately after Christmas.
