Notes:

(a) Separate figures for the number of construction workers employed directly by local authorities are not available in the Department. The above figures, which are based on local authority returns, include both local authority and contractors' employees engaged on housing construction, water supply and sewerage schemes and miscellaneous environmental schemes (fire stations and civic office construction and so on).

(b) The figures given relate only to the larger local authorities. As regards non-county borough corporations, urban district councils, town commissioners, and so on, the number of construction workers employed at 31 December 1979 was 1,266 and the number of roadworkers was estimated at 303.

(c) The figures given for road workers relate to employment on public roads. Under the Local Improvements Scheme, work is also carried out on non-public roads (as well as minor drainage schemes). It is estimated that at 31 December 1979 853 workers were employed by county councils under the scheme.
