asked the Minister for the Environment if he will introduce appropriate orders or legislative proposals in relation to the control of shopping trolleys and other such vehicles on footpaths.

The Road Traffic General Bye-Laws 1964 made by the Garda Commissioner provide for the control of traffic and pedestrians in public places. While the use of shopping trolleys is not specifically mentioned, Bye Law 34, requires pedestrians to exercise care and take all reasonable precautions to avoid causing danger or inconvenience to traffic and other pedestrians. There are no proposals before me for further amendment of these bye laws.
