Vol. 319 No. 9

Written Answers. - Revenue from Fees.

271.

asked the Taoiseach the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

As explained in the reply to Deputy Bruton's question of 15 April 1980 no revenue is received by the Department of the Taoiseach by way of fees for licences or services.

It is estimated that the total amount of additional revenue which would accrue to the Central Statistics Office in 1979 if all the fees charged had been increased fully in line with the consumer price index since they were introduced would have been about £2,000.

272.

asked the Minister for Energy the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The information sought is not readily available and its compilation would involve a disproportionate amount of staff time.

273.

asked the Minister for Foreign Affairs the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

All adjustments in diplomatic and consular fees since 1956 have been made on the basis of changes in the consumer price index in relevant intervening periods. It would not, without an unwarranted expenditure of time and resources, be possible to supply the Deputy with the information he seeks in relation to the period between the introduction of these fees and 1956.

274.

asked the Minister for Defence the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The approximate total amount involved in the period 1953-1979 inclusive would have been £123,000, the bulk of which would have related to interDepartmental transactions in respect of the use of helicopters for ambulance missions. A disproportionate amount of work and time would be involved in extracting the information for the period prior to 1953.

275.

asked the Minister for Industry, Commerce and Tourism the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

Fees payable to my Department arise under a variety of statutes, some of which have been in force for many years. The information sought by the Deputy could therefore only be compiled by the expenditure of an inordinate amount of staff time.

276.

asked the Minister for Justice the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The information sought by the Deputy is not readily available from existing records in my Department and any value it might have would not, in my opinion, be commensurate with the amount of staff time that would be needed to compile it. In any case it would be quite inappropriate to increase some fees pari passu with the rise in the cost of living.

277.

asked the Minister for Finance the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The information sought by the Deputy is not readily available and could only be compiled by the expenditure of an inordinate amount of staff time.

278.

asked the Minister for the Environment the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

Changes made over the years in the form and scope of some of the various fees charged by my Department make difficult a comparison of presentday receipts with what the receipts might be, had the fees been increased in lines with changes in the consumer price index since the fees were introduced. It is estimated, however, that there would be no increase in the total of the receipts.

279.

asked the Minister for Labour the approximate total amount of all additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The only fees charged by the Department of Labour are fees for licences under the Employment Agency Act, 1971. These licence fees were originally fixed at £5 each in 1972 and were increased to £100 each in 1977. If the original fee had been increased regularly in line with the cost of living index considerably less revenue would have been collected by the Department than has been received.

280.

asked the Minister for the Public Service the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The fees received by my Department cover the actual cost of providing the services, including salary and other costs. To the extent that salary increases are affected by increases in the cost of living, the fees charged would therefore already take this element into account.

281.

asked the Minister for Education the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The approximate amount of additional revenue which would accrue to my Department in 1980 if the fee in respect of the Genealogical Office services had been increased in line with the Consumer Price Index since they were last set in December 1973 is £13,500.

282.

ask the Minister for Agriculture the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

From an examination of the major categories, which accounted for some 90 per cent of the amounts collected in 1979, the indications are that no additional revenue would have accrued in that year if the fees had been index-linked from the date of their introduction.

283.

asked the Minister for the Gaeltacht the approximate total amount of additional revenue which would accrue to her Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

Ní bhíonn táillí iníoctha le mo Roinnse.

284.

asked the Minister for Health the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

It is estimated that the difference between the income which would accrue to the Department of Health for 1980 on the basis of current fees for licences and services and the income which would accrue if these fees were increased by reference to changes in the consumer price index up to February 1980, would be about £95,000.

285.

asked the Minister for Social Welfare the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

If the fees paid by employers who use impressed stamping machines for the purpose of stamping the insurance cards of their employees had been increased fully in line with the cost of living since they were introduced in 1951, additional revenue amounting to £37,000 approximately would have accrued to my Department.

286.

asked the Minister for Fisheries and Forestry the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The approximate amount of additional revenue which would have accrued to my Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced is £17,000.

287.

asked the Minister for Posts and Telegraphs the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

There would be a reduction of about £1 million in the total amount of television licence fees and an increase of about £475,000 in the total of the other fees.

288.

asked the Minister for Transport the approximate total amount of additional revenue which would accrue to his Department if all the fees charged by it had been increased fully in line with the cost of living since they were introduced.

The information sought by the Deputy is not readily available in my Department and could only be compiled by the expenditure of an inordinate amount of staff time.
