asked the Minister for Posts and Telegraphs, having regard to the present high cost of an annual television colour licence and the resultant loss sustained by a licensee who through illness or other circumstances is unable to use the apparatus in respect of which the licence was issued, if he will introduce legislation to enable a refund to be made to a licence holder who for valid reasons returns a television licence before expiration of the period covered by the licence, and if he will make a statement on the matter.

The answer is no. There would appear to be considerable practical difficulties in making such an arrangement but the suggestion will be considered when any relevant amending legislation is proposed.
