It is a condition of the national programme for the provision of recreational facilities that a contribution of one-third of the cost of each approved project be forthcoming from the local authority or local sources and the amount made available to me for the scheme has been allocated on that basis. Accordingly, I could not accept a lesser contribution in any approved case since such acceptance would result in a consequent reduction in the amount of grant available for other areas.
