asked the Minister for the Environment the reason he has not increased (a) the income limits and (b) the loan upper limit for home improvement loans to date; when the necessary changes will be made; and the advice he is offering to applicants in the interim.

The maximum secured home improvement loan limit was increased from £2,500 to £4,000, the unsecured loan limit was increased from £600 to £1,000 and the qualifying income limit from £4,000 to £5,500 with effect from 1 February 1980. Regulations will be made very shortly to give statutory effect to these increases. In the interim local authorities have been advised that the new loan and income limits may be applied in respect of work commenced on or after 1 February 1980.
