asked the Minister for Agriculture if he is aware that hardship is being created in relation to payment of cattle headage grants where the owner of a herd number dies intestate; and if he will have payment made to the widow or next-of-kin of the deceased herd owner, who has had that herd number changed to his or her own name with the written approval of all other members of that family who are interested in that estate, without waiting for letters of administration to be taken out.

: The Deputy may be assured that cases of this nature are treated with the utmost sympathy and understanding. In a case of intestacy when legal proof of title is not available any headage grants due to the estate are, as far as possible, paid to the person who can satisfy the Department that he/she is in undisputed possession and occupation of the deceased's herd and holding.
