andMr. Enright asked the Minister for the Environment if he will consider the introduction of a scheme of mandatory registration and licensing, including qualifications and criteria, for companies engaged in the window installation business; if he is aware of widespread dissatisfaction with the standards operated at present by a number of companies in this field; and if he will make a statement on the matter.

One of the conditions for payment of a new house loan is that the applicant must occupy the house on completion as his normal place of residence.

On a point of order, that is the answer to Question No. 36.

My apologies. With the permission of the Ceann Comhairle, I propose to take Questions Nos. 35, 36, 37, 38, 39 and 40 together.

That cannot be.

They are questions put down by Deputy Collins.

It is not my fault. It is either a fault of the office or of administration. Am I in order to answer them?

I am advised that you are.

Surely anything that happens in the Minister's Department is his responsibility.

I take full responsibility and am prepared to answer the questions.

One of these is a question about the standard of installations of windows.

The only reason I raised this matter at all was that Question No. 36 was asked for as a written reply. It is included in the reply of the Minister. I cannot do anything about it so I will have to allow it.

There is some confusion.

It is outside my control.

I have no control over the manner in which the Minister answers the question.

Is the Minister going to answer Question No. 35 with Question No. 38? Question No. 35 relates to windows and Question No. 38 relates to Waterford.

I cannot do anything about it.

The Ceann Comhairle informs me it was down for written reply but if the Deputy wants an answer I will answer it, no problem.

Question No. 36 has gone for written reply. Question No. 34 has gone for written reply. Question No. 35——

It is no wonder they do not let the Minister into the Department.

What has happened is that the Minister said he would reply to Questions Nos. 35, 36, 37, 38 and 39. Is that correct, Minister? One was asked for as a written reply, so I am allowing it to go ahead as I cannot take it out.

The Minister is answering Questions Nos. 35, 37, 38, 39 and 40 together?

Question No. 36 is included because it cannot be extracted.

Is the Minister answering Question No. 35 separately?

This will be a fair trick.

With the permission of the Ceann Comhairle, I propose to take Questions Nos.——

Can the Minister read out the questions that are numbered?

Questions Nos. 35, 36, 37, 38, 39 and 40. I am very much aware that there was a huge increase in the demands for loans——

In fairness to the Minister, would he take a look at the Order Paper and satisfy himself that Question No. 35 has anything to do with Questions Nos. 37, 38, 39 and 40. The last four questions seem to be all about conditions in Waterford and they are all put down by the same Deputy, whereas Question No. 35 is put down by two separate Deputies and has nothing to do with Waterford.

Question No. 36 has to do with Dún Laoghaire. I think it is Questions Nos. 37 to 42 the Minister probably wants to answer together.

As far as I know these questions were only withdrawn at 2.30 p.m.

That does not arise. I cannot control the manner in which the Minister replies.
