asked the Minister for the Environment if his Department have authorised local authorities generally to implement the provisions of the national understanding, 1980, so that they may make arrangements for the payment of the weekly pay increase and arrears before Christmas 1980; and the provisions and date of the appropriate letter of authorisation addressed to local authorities generally.

Local authorities were informed by circular letter on 24 November 1980 that my sanction might be assumed for payment of the first phase increase provided for under the second national understanding to local authority officers and employees for whom I am the appropriate Minister. With the permission of the Ceann Comhairle, I propose to circulate a copy of the relevant circular letter with the Official Report.
Following is the text of the circular letter:—

Revision of Remuneration.
Agreement on Pay Policy between the Irish Congress of Trade Unions and Employer Organisations.

1. I am directed by Mr. Raphael P. Burke, T.D., Minister for the Environment to refer to the above Agreement (copy enclosed) and to state that he has been advised that, in accordance with the terms of clause 2.3, agreements in the form set out in the Appendix to the Agreement have been made between the Local Government Staff Negotiations Board representing local authorities and the appropriate trade unions. Accordingly, his sanction may be assumed for payment, on the basis set out below, of the first phase increase provided for under the terms of clause 3.1 to local authority officers and employees for whom he is the appropriate Minister. Sanction may also be assumed on the same basis to pro-rata increases for part-time personnel and juveniles in accordance with past practice. Where a person holds more than one post the increase should be calculated on the basis of his total remuneration.
2. It should be noted that the first phase increase shall be applied to the basic rate of pay of adult employees one month from the date of expiry of clause 2.1 of the 1979 Agreement on Pay Policy. This phase shall operate for a period of eight months and shall be for an amount of 8 per cent of basic pay plus £1.00 per week (£52.20 p.a.).
3. Insofar as national grades are concerned the appendix to this Circular Letter sets out revised scales applicable as from the 1 October, 1980. The appendix also shows the revised hourly rate for Branch Librarians and the revised fee-per-cottage for non-salaried Rent Collectors. Revised salaries for non-national grades should be determined and details of the existing and the revised scales notified to the Department as soon as possible.
4. In the case of county council road workers (including gangers and foremen), weekly wage rates may be increased appropriately. Particulars of the revised rates of pay of roadworkers should be furnished to the Department as early as possible.
5. Separate circulars will issue shortly about the application of the first phase increase in the case of Craftsmen and related grades, i.e. Chargehand, Assistant Foreman, Foreman and Craftsman's mates, and part-time firemen.
6. The Agreement is devised to provide for a two phased pay increase over a total period of fifteen months. A further circular will issue in due course in relation to the second phase. It should be noted that the Agreement (clause 4) precludes strikes or any other form of industrial action by trade unions or employees in respect of any matter covered by this Agreement where the employer is acting in accordance with the provisions of the Agreement.
7. The general sanction in this circular letter relates to the basic increases under the Agreement. Local authorities are reminded that, in accordance with standing practice, where claims are made for special increases and improvements, no offers or commitments should be made at any stage without prior consultation with the Department.
8. Orders revising the remuneration of Managers and Assistant Managers will issue shortly.
