asked the Minister for Social Welfare the reason for the delay in the payment of unemployment benefit to a person (details supplied) in County Kerry.

The reason for the delay in deciding the entitlement to unemployment benefit of the person concerned is that inquiries had to be made to establish whether he satisfied the statutory contribution conditions. These inquiries have now been completed and arrangements have been made to have all arrears of benefit issued this week for encashment at his local post office.

asked the Minister for Social Welfare the reason arrears of contributory pension and living alone allowance were not paid to a person (details supplied) in County Kerry.

The person concerned was awarded a contributory old age pension at the rate of £23.45 with effect from 2 May 1980 and a pension book at this rate payable from 6 June 1980 was issued. He subsequently applied for and was awarded a living alone allowance and a pension book in respect of the allowance was issued payable from 3 October 1980. The arrears of pension and living alone allowance were paid by means of a payable order issued on 5 December 1980.

asked the Minister for Social Welfare if a double week, in accordance with the national understanding 1980, will be paid to a person (details supplied) in Dublin who is in receipt of a long duration disability; benefit and if he will make a statement on the matter.

The person concerned has been in receipt of disability benefit from my Department since February 1978. He is not entitled to the double week's payment provided for in the national understanding for recipients of long-term social welfare payments on the ground that disability benefit is not such a payment.

asked the Minister for Social Welfare when payment of children's allowances will issue to a person (details supplied) in County Kilkenny, who applied in May 1980.

A claim for children's allowance was received from the person concerned on 18 June 1980 in respect of her son, who was born on 11 March 1980 and the allowance was awarded with effect from April 1980. The allowance book issued to her on 6 August 1980 through inadvertence, which is regretted, only provided orders encashable from August 1980. a payable order in respect of the arrears due for the period April 1980 to July 1980 was, however, issued to her on 12 December 1980.
